I tested everything. No luck. At the end the solution was to brute force a temple reset by going home (ending vacation early) and then go back (so I had to start over, but the temple was reset with a different configuration). Oh well. Still seems like a bug that should have been caught easily.
At least you were able reset it. I was worried it was going to be stuck like that for you forever.
