Non-Committal Sims

Can you not marry ANY Non-Committal Sim?

My current Sim Roxana is dating a Non-Committal Sim but I figured if he did the proposing then she'd say yes. Instead she slapped the ring out of his hand (I'm sure the ring went flying under the bed as they were in the bedroom). What I am not understanding is why is she saying no? She isn't Non-Committal in the slightest!

Does Non-Committal basically mean "move-on" as for marrying? Hehe...

Has anyone successfully married a Non-Committal Sim?

    My boyfriend in sims has that trait, and whenever he gets a bad moodlet from it i flirt with other people in front of his face on purpose and then he gets sad??
