Not able to add clothes to cold catagory
Were suppose to be able to add. The Male turtleneck from pets isn't in the cold catagory and I see no option of adding it.

Click the filters so they’re gone and look for the item again? Otherwise, it might be a bug.
That's correct, you just have to remove the 'cold weather' filter and you can dress your sim in whatever you want to. It will still keep them warm in cold weather, because you chose it as your sim's cold weather outfit.
