Has she tried fishing in the cavern off the park in Oasis Springs? She'll need level 10 handiness to get in. I seem to recall there are a couple types of fish there that you can't find elsewhere.
If you are talking about the Forgotten Grotto then yes, she's fishing in there a lot because one of the fish she still needs is the Wolf Eel. I know I need frogs for bait but so far no luck in catching it.
