So according to this, it never rains or snows in Oasis Springs. Is that true?

As far as I know there will be no snow, no idea about rain. But I haven't played Oasis Springs since Seasons came out so I can only tell you what I heard/read about it.

Rain/snow can fall in Oasis Springs, but extremely rarely (rain can happen less rarely) and snow will never stick to the ground there, not even with using the weather machine.

Just expect lots of sun and heatwaves.

It did rain a few times in Oasis Springs while I was playing but it didn't occur too much. Saw snow once in Oasis Springs and it was just a few flakes not enough to turn the ground to snow.

I had both rain and snow in Oasis Springs. It typically rains most in Winter, normally just one day at the time, though. And for the snow - I had a snowy day but it was not cold enough to make the snow cover the ground, so it lasted only for a few hours like a "sensation". Might have been a day with "surprise weather", even.
