Example: If the FX guys have finsihed what they were supposed to do for a GP or EP, then they would be just sitting there while others continued to work on the pack..so they have to know what is next and move on as others finish their own work in a GP or EP.
I understand engineers, some fx, animators etc don't ever have idle time - so those kind of positions never wait for work. In fact the Sims 4 people say they always have too much work to do for those positions - that those are the hours they talk about when they talk about budgets because they always wish there were more hours in a day for those people. They said if it was money they were trying to budget they could just get more money - but in this case it is hours and there are only so many hours in a day.
