I'm someone who bought the pack for the build/buy stuff and not so much the vamps. And I delete all pre-made sims so I haven't ever seen Vlad, but I have seen the lady the game generated at my door. And I accidentally had one of my sims start dating a mermaid before I knew he was a mermaid. I generally don't like occult stuff and avoid it when I can, but so far, I think the occults mix in with the regular sims in the hood. I know there has been a couple of times where I give townies makeovers and find out they are an occult sim.
If I don't want something bad enough, I just get a mod. There are so many to disable the occults. I don't know why people complain and don't just get a mod. It's ridiculous.
