I have indeed heard of the fuel cell problem as being a known bug, but the rest I am not so sure
What you’re saying makes sense. The power is still very much on even though the generators have been gone for an in game day or two. I even repaired my game and reset my Sims 4 folder again.

Yes I have all packs except of course Cottage Living.
