So I’ve noticed that the game counts turning another sim into a vampire for the “Become a Parent” step of those aspirations, and talking to them counts towards the “Socialize with Your Child 10 Times”...

I'm leaning to it being part of the game. You did technically "create" them and birth them into a new life of bloodsucking and brooding and I know that the "Vampire Family" aspiration wants you to convert sims into vampires. Completing that aspiration makes it so mind control on your vampire offspring always works and it doesn't matter if they are actually your children or some person you bit on the street so in a way it's kinda like adoption, but painful.
