I never use the high chair, I don't know why. I guess it's just easier to drag a plate from the fridge inventory and let them grab a plate.
I have however seen the hunger bar that red before. It was a bug that was in my game. My sim went out, the twins went to daycare. Mommy came home and then the twins returned from daycare. 1 twin was well taken care of, the other was so neglected by the day care that as soon as mommy came back to the home lot, the social worker made a visit and took my kids away. Immediately. There wasn't even time to get the kid to eat.
Needless to say, I rage quit that day and made very sure to never stay off the home lot for long and immediately check the toddler needs upon return. It was always just the 1 that had not been taken care of.
That bug was fixed ages ago, but I think I have sims PTSD because I am still in the habit of checking the toddler needs the second they come back from daycare.
