The picture was taken on a lot where they do garden quite a bit. But this also happened to a family living in a tiny flat in San Myshuno, gnomes decided to drown the sims in seed packs. Ok, sop they grew one herb in a pot on the balcony, but there wasn't room for more pots...
About gnomes being generous every time they move - those on picture never move. They have been standing there on the same spot for about a full year. And a couple seed packs are added every other hour or so. The packet circles grows bigger and bigger, and they are soon out of space.
Funny thing is that only 2 out of 4 gnomes got the glory. I don't think my sims even interacted with the other two. What a gang!
