This is something I might expect from custom content (in the older games) where a well known modder said they couldn't get the animations correct and wasn't able to include custom animations with the ladder (from TS2) but not something I would expect from Maxis who has an entire professional team not amateurs and a budget and time to create the animations. It's all like well, it doesn't work like you would expect but here you go, just take it and wait for us to 'someday' animate it properly.
This sliding down from ladder might be perfect fit only if it's used by sims with specific traits, but nope. there are no trait exclusive animations in The Sims 4. I think that it fits perfectly with daredevil-minded or athletic sims and the rest use normal going down a ladder animation.
