You can. First of all they have to be YAs in order to enroll. I had four teens in my household and it was my desire for them to A) be roommates and B ) get through uni in one fell swoop. I aged them all up leaving a day between birthdays to keep their birth order intact. Then the day before they were to age up I had them apply for scholarships. While I was awaiting the news on the application status, I would have the next teen begin the same process and so on and so forth. When the last one was finally a YA, I used the cheat. One at a time I opened the cheat window and typed in testingcheats true, hit enter and then Shift-clicked on the Sim in question to enroll in uni automatically. From there you choose a school and a dorm. I also took a moment to have that Sim claim their bed. Then I saved and used the manage world button to return to their household to do the same for the next Sim in line. I currently have all four in their last term. Two more credits to go to graduation. So, it can be done.
Here are the three youngest together in the dorm they share. Brianna is the only girl in the family, she's standing just behind the next oldest, Erik. Joe, Jr. is the one in the foreground wearing the Bowler hat.
