It’s officially stated that flat snow has nothing to do with performance. I also think you might be misinterpreting @Cinebar here.
But the actual simulation of snow gradually layering up is surely has something to do with performance.
According to Grant performance issues were not something that they even considered when they decided not to make deep snow for TS4.
After I read an article about snow has always been a challenge in the sims franchise (I even posted this article here in the forums)
I concluded that:
Sims 2 has snow depth but it only applies on lots, not the whole neighborhood. (cause anything outside your lot is empty unlike 3 and 4)
Sims 3 's snow depth has been poorly executed and has always been buggy to most of the people. (people who don't have good PCs)
Sims 4 may not have snow depth, but the article said that it has been the best snow detail in the sims yet. ( I agree to this one)
I don’t agree that Sims 4 Seasons has the best snow. (Just like it doesn’t have the best babies, the best teens or the best CASt.)
The reasons for those omissions and simplifications were instead that each Sims game has to be different from its predecessor and therefore focus on something different.
TS2 had a little depth in the snow to make it look more interesting and impressing.
TS3 got even more details in the deep snow t make it look so impressing that even simmers who already had played TS2 Seasons would become exited and buy TS3 Seasons too.
For TS4 Seasons they considered deep snow too. But if it couldn’t look even more detailed and impressing than the snow in TS3 Seasons then it wouldn’t be much worth in the sales videos and presentations anyway. People would likely just become bored seeing it and ask if TS4 Seasons didn’t have something better than just a repetition on the deep snow from TS3?
So the team needed to use the time and the resources to make something new and impressing that could make simmers exited even if they already had played TS3 Seasons a lot. This couldn’t be better snow. So they simplified the snow instead to get more time to invent other new and more impressing things for TS4.
Also remember that EA can’t just increase the budgets without increasing the sales numbers or sales prices too unless EA wants to not have an equally profitable game anymore. But EA can’t increase the prices for the packs without sales numbers going down. So if EA must put a lot of new things into the packs then EA has to simplify and omit other things. We can’t have it both ways.
