I think the way it works in the game by default is that it's random, or I don't know if it has anything to do with how much you feed your sims as babies/toddlers/children.
If you wish to change that there is a setting in MC Command Center where you can enable weight and body part values to be inherited by parents when sims age up to teens.
Open the MC CC Settings Menu by clicking on a computer. You have to find and enable this option:
MC CAS > Offspring... > Use Parent Physical Attributes
I don't know if there's anything you can do about it before they become teens, your only option may be to edit them through CAS.
Uh yes, weight is absolutely genetic. No doubt about it. My doctor(s) have told me this countless times.
