Painting from reference now counts as CC in the gallery?

So if I have my sim paint from reference will that be counted as CC? Say I have my sim paint a picture of the front of her house, or her garden flowers, will that count as CC in the gallery? We would ...

I think, and it's fuzzy to be sure, that if you have CC in a lot - let's say a Venus De Milo painting - and you take a picture of the painting or use Paint from Reference to paint the picture again, then place that painting or picture in another lot that otherwise doesn't have CC and upload it to the gallery - that now counts as CC when it didn't used to.

At least that's how I interpreted it.
