That hairstyle is really only suitable for toddlers.
I would not be so sure, I'll say it fits pretty well for sims showed on here :)
I suppose it does, depends on the story/sim you're playing. To me it looks like overgrown short hair that you trimmed the bangs a little, like when you're trying to grow your hair out after a short hairstyle.
