I'm also having a similar issue with my toddler, I taught him how to say sorry once, and ever since that moment, he's been constantly gaining positive conflict resolution, even when sleeping. He's already maxed out and it's kind of ironic because I wanted him to grow up to be mean and evil.
I do have mods installed, but if people are experiencing this without mods, then I'm not sure its the mods' fault.
EDIT: After saving, exiting, and reopening my game, it appears that it was only a visual bug. The toddler's conflict resolution is back to where it should be.
