What would happen if you created a club with cleaning as its activity and had the club meet at the park? Could that all get cleaned up really quickly then?
But that space in Newcrest is not an actual park lot, it's just neighborhood space. So I don't think you could get a club to show up there and clean.
The messes are out of control in my game too. I don't mind them in theory, but the problem is that the children show up unsupervised and there's nobody there to tell them off or make them clean up their mess. If the messes are going to happen on community lots and spaces, then I think they also need to program parents into the scenario to mind their children. Or else some kind of "playground nanny" NPC who can lecture the kids and tell them to clean up the mess they made.
But if the developers are not interested in providing a solution, I'd rather they just keep the messes at home. That particular spot attracts far too many messes for one sim to clean on their own, especially since the children never stop making new messes.
