In my game it seems like this has been toned down somewhat. My parks aren't quite as messy since the last patch.
I had to laugh, though, when I read your suggestion to use gardeners to clean the messes @paradiseplanet . While I played my game this past weekend, I took a sim to the park in Oasis Springs. Whether a fluke or not, there was a gardener cleaning the messes. Perhaps you and someone at EA were on the same wavelength, lol.
