Not with TS4, no, but I only played TS2 with expansion packs for a long time. Same with TS3 (minus some things I bought from the store). I never saw stuff packs for those games as a priority because they didn't offer new gameplay, which was what I was mainly interested in. TS4 has been more of a mix and match situation for me.
