Patch Is Out! November 10 (Update Nov 17)

Has anyone had problems with the Law enforcement officers who just STAND in place while at work and just stare into space contemplating their life choices they have made. I mean, I get it. There are times I stare into the wall contemplating my own life choices while I'm at work, but ehh...Sim time runs a lot faster than 9 hours of torment...and I don't release criminals from their cells when I have epiphany's crossing my mind. Will the bug fix from this patch help as well while on job? Jainil needs to get his act together or he will be struck by lightning while on patrol (again) or the Watcher will need to start sending negative reinforcement his way.

If it doesn't where do I report this? I notice this happened a while back to when I played a different character, where I just thought it was his personality despite no mods at the time. Medical sometimes happens to do that too...
