So the penthouse in the artist place in City Living, can you add an upstairs to it like a loft type thing or is that not possible in apartments? I want my Sim to live there and the idea I was thinking...

You can add stories to pent houses in San Myshuno, but not to the other apartments. Those have build constraints because they're sort of in the middle. But pent houses you can do what you like with. And you can download builds from the gallery for those, unlike for the other apartments. You can also turn them into other types of lots, they don't have to be residential.
