I also think personality is something that should be included in the base game and not EP, but honestly, we've gotten so many terrible packs and the personality in Sims 4 is so lacking that I'm not even complaining if it's exclusive to the EP.
Hopefully it will be a system like the lot traits. They were implemented with City Living, but then they were added to the base game and more are added with each pack. Hopefully at least some of these 16 Lifestyles will be added to the base game and more will be added with the next packs.
