I have a few families in brindleton bay. I even had one living in a tent. And strays would walk by sometimes, but never interfered with my sim until she started initiating bonding with one of them and ended up adopting it.
You do see a lot of stray cats nearby the little town area and dogs in the park, but I’ve never seen them go inside the bars and stuff. It seems the strays won’t go into a house unless your sim tries to talk to them. (So far anyway)
Brindleton is a gorgeous world! It even has a lighthouse and a little food stall with unique foods to the area (like a lobster roll)
