Pets
Can you have the Pets expansion pack but limit or have no pets option in the game?

If you don't put pets in your households and delete the pets from other families there will still be strays, but these are limited to Brindleton Bay, mostly on the docks only, so if you don't want pets, it isn't very hard to avoid.
