You're getting that message because there's a roof over the balcony so the tree won't be able to grow. In order to grow trees indoors you need to have the tallest walls. The balconies count as indoor because they have roofs over them.
I was able to grow a money tree on a balcony in SM, but I used the planter bowl (holds a single plant) rather than a planter box (holds 4 plants or one tree). Grew fine for me. And I still had out of season plants so the balcony doesn't count as indoors or "sheltered" for some reason -- not sure if that's a bug or not.
You're right balconies don't count as a room unless they have a fence. How far from the wall did you plant your tree? Planters may have to be close to the edge of the balcony to grow trees.
