You can create gardens on any lot -- just go to any community lot with dirt and plant your stuff. I think you have to go water them yourself but if you put in a sprinkler that would work as well. I'm not sure if you can plant in the "public areas" or only on actual lots.
As far as I'm aware you can only plant your own plants on the lot spaces and not on the "outside" neighborhood area. In fact, Hare Square, a park that came with Windenburg, has garden plots with plants in them already planted!
Although there was one time where I had a glitch that this piece of trash became a trash plant but was in between the border of my house lot and the neighborhood, so it counted as being in both but I couldn't remove it, so I let it die slowly and was able to trash it then.
