My thoughts summarized: No.
I mean... this is like... the last thing TS4 needs right now. Another "expansion pack" that doesn't really affect the game. This will be a one time thing - you save the town once and then never want to do it again. The only truly positive things about this pack is the ladders, the solar panels and... um... the melting candles, I suppose? Which, by the way, should've been included in previous packs.
Ladders -> Tiny Living.
Solar panels -> Island Paradise.
Melting candles -> Seasons.
Two of the greatest packs have been Seasons and Parenthood, and that is because they affect the entire game without being confined to a 'story' or one neighbourhood. Sure, you can use the items elsewhere, but come on. It is heavily connected to the new neighborhood. You are supposed to play through this pack in the new neighbourhood.

I'm definitely not spending my money on this. An 'expansion pack' about recycling? Yeah, talk about ironic when the pack recycles animations and ideas from other packs.
Come on, EA. Improve or Paralives is gonna run you over like a road roller.
