Unfortunately, no, there's no way short of adding it to the household. The only difference between a roommate and a household member is whether you, the player, have active control over the Sim or not so it makes sense there's no way to switch control over the roommate. If you had wanted to do that, the way to do it is to ask them to join the household rather than ask them to be a roommate.
On PC there are mods that you can use to achieve this, but on console, nope.
True but it would be nice to turn the tables and be the one that is actually living with another family but a part from the family. Like a paying guest in someone else's home. You know what I mean?
