In my game, each neighborhood has a theme. For example, all of my artist are living in Windenburg. One neighborhood for painters, one for musician and one for writers. And then I can build themed lots. A big (family) home, a starter, a shop and a café or restaurant. Then a single sim in each starter home and I have a "full" world.
