You can download simvasion's mods which tunes it down, it also fixes the bug where NAP Autonomy gets stuck on sims, even played sims. This is maybe what you are experiencing.

To get rid of a NAP you have to vote it away with a sim who lives in the neighborhood, you can speed it up by using cheats (ctrl-shift-c) and enter testingcheats true, then shift-click on the mailbox where your sim lives and choose to remove a NAP instantly.
After that, you can go to the game settings and set NPC voting to off, then you won't have any random NAP's showing up in your neighborhoods. You will still get messages but that's a bug.
