So far yes. I haven't notice any repetitive whims but I do hope that EA will do an overhaul and make the whims to be more relevant to the sims traits or even to the life stages like a young adults could have whims of wanting to party with friends and advancing career and when turning adults starts having whims of wanting to settle down and start a family etc.
