Disney needed to promote the Star Wars brand after the low toy sells, lukewarm reception of their last movie, and low park attendance. They probably reached to their official licensee EA and asked to develop a Star Wars Galaxy's Edge themed DLC to revitalize the brand and EA asked The Sims Team to develop this pack.
