I have not tried to set it on COLD, so I don't know if there's a difference, but my sims pay no attention to the difference between "normal" and "hot". Same clothes, same behavior, same moodlets? W...

Sims will use umbrellas automatically, even our active sims. The stand is mainly for choosing the design. As for the thermostat, our sims can also freeze if you turn it to cold while it's cold out and overheat if you turn up the heat on a hot day.
Nope. None of my sims used umbrellas until I manually made them choose an umbrella.
