I use MCCC to mitigate the glaring tuning problems with the game. I'll also use it if I'm setting up some sims that I see as already having lived a decent bit (like when I have sims who are going to be parents) and I want some evidence of their prior experience and interests to exist in their skills and skill levels. It's actually quite useful if you want to get rid of all of the pre-made sims and replace them with your own NPC households.
