This is a leading response but it's the closest to my actual answer. I'm not opposed to mods but I think I will only get really into them once TS4 has run it's course. TS4 is already a bugged mess and has to he patched practically every month. I don't want to rely heavily on a mod for my gameplay and have a patch nuke it. I also have just accepted the limitations of TS4 for now.
