Pollution in all worlds?

A pollution mechanic that affects all worlds would be interesting, there are however so few things in the sims that affects pollution, if everything you do in the sims would add or reduce pollution, then maybe.
I just don't get what causes the pollution in the first place. Throwing trash on the ground does not cause the air to go bad. In fact, throwing the trash in the bin causes it, because it goes to a factory that burns them. Recycling does reduce pollution but it is on such a small scale in the trailer. That small amount of trash that you are recycling would not reduce the pollution in the world a bit, I assume that comes from industries, changing community lots would have no effect.
