It would be great (as an option though, please make things optional) as a challenge and addition to the world. Maybe some worlds and not all of them? What with Sulani already having its own system in place.
But I'm not holding my breath for it. The way I see the community space isn't necessarily what affects the entire town but how that community space is used: is it a community garden? is it a market? is it a recycling/crafting space? is it a sports area?
Some of the choices would have an effect on the environment, others would not.
