In game, we currently have in each new world since City Living, the public lots - street bazaars and parks. It looks, perhaps, like the Community Space will be a way to bring those to older worlds.
I'm also hoping that Pollution is a bit like Seasons - of course it only affects the places the Community Space is in so you don't have to have all your worlds filthy.
Now THAT would be an Expansion Pack that affects the entire game.
