Can ponds freeze over when it's winter and if so can Sims skate on them?

This person has a mod for freezing ponds, but I don't think they are skate-able. Since it is in mod-the-sims, I cannot get to that site at work, it is blocked. (I was in shock when I was able to get to these forums at work)
