I know that under counter washer/dryers in Europe (I watch the occasional House Hunters International) but it's very rare here. I've seen some where there'll be a counter on top connecting the two (so there's a surface for folding clothes) but most stand on their own, and these days for top loaders they're too tall to fit under a counter.
