Top loaders wouldn't be able to stack, and more importantly they wouldn't be able to have clutter on them, and your cat wouldn't be able to jump on them.
I'll bet the designers said to themselves "Can we do both? Or just one type? If only one type, which type?" So it wasn't laziness. If anything you can blame EA for being the skinflint on their budget. New animations for Sims are one of the hardest things to do in Sims 4 - and I don't see 'loading the machine' as being easy to repurpose.
