The 2nd tier is just "for acquaintances", NOT friends. It has to be acquaintences, doing the stuff for friends doesn't work. That's probably your problem.

I had trouble with that one because all my sim had were friends or higher and had the traits that make newly greeted strangers shoot to friends after greeting them. I had to go around doing rude greetings in order to make sure they remained at acquaintance level long enough to get aspiration credit.

Hey! this is old but is there anyway for me to do the challenge now? Is it coming back at any point?

I've been doing it in my game, and not having it complete the goals sometimes, but the post above about the Sims having to be acquaintances instead of friends, to have it work, explains why, I think. To trigger the Aspiration, I think it is in with the rest of them, so just choose it for your Sim. I actually chose it when it the challenge came out, and only now am getting back to finishing it. So if it isn't in your Aspirations section, maybe it's because you didn't choose to do it then?
