I'm sure they'll flesh it out eventually- you're right, it really is perfect for an education-themed pack. You could have the Student Council, Yearbook Committee, Football Team, Cheerleading Squad, School Newspaper, Glee Club, Mathletes... and then each of those activities could qualify our Sims for different university scholarships, or provide a leg-up in corresponding majors and careers.
I really like this idea especially for the teens it will give them more activities to do.
