Evil Yoda works on creating a N.G.R.B. pulse. (Natural Genetic Reproduction Blocking) pulse.
Anyone and everyone everywhere can no have offsprings. Not even through "science" cloning. The only way a couple (or an individual) can have an offspring is if the Evil Yoda DNA is mixed in as a "Science Baby". Controlled by Evil Yoda themself.
Evil Yoda wants to populate the world(s) with the perfect race, namely other versions of themself, Evil Yodas. When every single being has produced a mixed "Evil Yoda", then the they can intermingle on a reproduction level amongst themselves to make more versions of Evil Yodas.
