I dont think the level of the maker or quality of the pottery makes any difference on how breakable it is. Specially since you can repair them with gold on lvl 7 pottery. Also Im pretty sure one of my sims cat broke a high quality vase made by a high lvl sim. But I also dont think they will just break by themselves, a sim (or pet...) has to intentionally do it.
