Potty Training Dogs in Apartments

How do dogs that live in apartments go to the bathroom? The family I'm playing has a dog and every time I ask her to go to the bathroom while she's in the apartment, she gets the thought bubble that means there's something in the way and she just continues to stand by the door. Are dogs not able to go downstairs by themselves? Is this something that will stop once she's housebroken (if she ever is)?

    My dogs can't go to the toilet in the apartment but I have seen my dogs leave the apartment before???

    I noticed this too! But I just decided to put it in my story. I figured in real life, we’d have to take the dog outside so I just make it one my of sims “chores.” :D

    Had a cute puppy, but not so cute litter... Kept setting potty pads, but it wouldn't use this. My sim worked long shifts, so walks weren't the best solution for him. Commenting on this to read solutions. Unfortunately had to give puppy to his mom.
