Every household that is currently not in the world has a chance of appearing in the potential tenant pool (simple eviction through Manage Worlds should do the trick). However, if the household has a horse, they will never appear in the tenant pool.
Though there is the trait that is named trait_Hidden_NPC_TenantApplicant which every premade tenant has. What does it exactly do, I don't know.
