For Forgotten Hollow specifically, I believe there's a setting in MCCC that's "enforce vampire homes", meaning that for residential lots with the "Vampire Lair" trait (or whatever it's called) will ONLY be autonomously moved into by a vampire. So, early in new saves, I put that setting on and then go in and give that trait to all the houses I want to have it (which is usually the ones in Forgotten Hollow).
Sadly, there is not a lot trait for spellcasters for MCCC to do something similar with that, and of course ethnicity is entirely up in the air, tho as others have mentioned there are some tricks you can use (like making certain families ancestral) to help with that a bit. But frankly, I usually end up doing some periodic micromanaging in most of my saves.
Every so often, I'll just go through all the households, looking at the NPCs and what they've been up to, where they're living, and fixing some stuff around manually. I'll move sims to different worlds that seem to suit them better, or give them an updated bigger house if they've had kids, or move homeless NPCs my played sims have made friends with into nice homes so my sims have a place to visit them at, ect ect. Most of this can be done pretty easily from manage households, but I will use money or real estate cheats if it seems appropriate. I haven't really found a perfectly reliable setup up that makes me feel like I can totally let the NPCs go without a little managing, but, fortunately, I actually enjoy doing that a fair amount--it gives me a chance to slow down, take in the world that's been growing, get to know the NPC sims a little better even if I never play them, that sort of thing--so I don't mind too much. If I didn't find that sort of thing fun at all I would probably turn off MCCC, or just resign myself to the chaos lol.
